I'm hoppin into this shindig hahahaha and youuuuu can't stop meeeeee. My second attempt at a serious OCT. Hopefully it shouldn't go down in flames like last time haha

Anyways, let's get some info.

Name: Cain O' Noire
Age: 48 years old
Gender: Male
Weight: 185 lbs (84 kg)
Height: 6'4" (1.9 m)

History: In 1955, a great detective, renowned for his brilliant sense of analysis and reasoning, appreahended and caught a murderer notorious for assassinating various famous figures. One fateful night, Cain was murdered by an explosion from a bomb planted in his car. killing him instantly, and leaving another unsolved case.
However, he woke up to mysterious, murky being named "The Judge," granting him an opportunity to work in an agency known as S.T.A.F.F., whose mission was to capture those who escaped the afterlife into the mortal world. They took interest in Cain's ability to solve the most uncrackable cases, and offered Cain an opportunity at a second life for his service.
With some hesitation and thought, Cain agreed, albeit with utmost caution and suspicion. His most recent assignment is bigger than he would have ever imagined.

Personality: Although Cain is cool-headed, analytical, and serious when doing work, his composure can slip when put under pressure, or if he thanks he is not being taken seriously. Whenever he talks to someone, it's all business, and he does that well. He may often lose his serious composure in the case of an encounter with a supernatural being. This is not to say he is incompetant in the field of hunting down supernatural beings. It's just when you think you've seen it all...
Cain can also try a bit too hard in attempting to replicate the classic edgy 1950's attitude, down to his monologueing and constant use of his ability to control water for rain.

Abilities/Powers: Upon his recruitment into the STAFF agency, Cain was granted the ability to manipulate water as a way to apprehend outlaws. Though he often uses this power to have rain continuously fall on him to emphasize his mood, Cain is capable of direciting water via hydrokinesis. He can also change the state of matter in which the water is in (namely steam, water, and ice). Be creative with what he does!
And having "detective" as a title isn't there for show, either. Cain is brilliant at detecting clues, patterns, and inconsistencies. It is very hard to keep something hidden from him. Unfortunately, his ability to analyze can be hindered in a time of panic.
Being undead, if Cain is injured, he will not bleed. However, a bright light will escape from his body. If there is a fatal enough wound, Cain will die once again. For good, this time.

Additional Info:
-Smokes a lot. Somehow, it's never extinguished by his own rain.
-Under normal circumstances, Cain does not create water on his own. Rather, he manipulates it and carries it about, which is also a reason as to why he constantly carries a large quantity of water through the rain.
-However, it is possible for him to produce water by pulling moisture out of his own body. Evidently, this may cause dehydration, though it's can be handy in dire situations.
-Staying true to his time, he lacks colour, as if in an old film. Values of gray may be used as well, but generally, he prefers to see things in terms of black and white.
