In 1993 after receiving 20 EMD F40PH-2's beetwen 1991 and 1992 the New River Road return to EMD once again for another passenger locomotive to be used in passenger service alongside the F40's they looked at EMD's F59PH locomotives on GO Transit and Metrolink and soon they order 4 units numbers 8300-8303 and begin testing them they were so pleased with their performance that they soon order 7 more units numbers 8304-8310 and they became the backbone of NRR's intercity and commuter trains they soon order 5 more units numbers 8311-8315 and they gained a total of 16 F59PH's numbers 8300-8315 they are painted in NRR's blue with yellow stripes C&O inspired paint scheme in 2020 they send all 16 F59PH's to their shops in Chicago Illinois for a rebuilt and they return to service beetwen 2021 and 2022 rebuilt as F59PH-3's with similar upgrades just like their F40PH-3 rebuilts such as Dash-3 electronics positive train control among other upgrades they were also renumbered 2300-2315 and they were also given the update version of their paint scheme just like the F40's with the roof painted black and they continue to operate to this day on intercity trains, commuter service and excursion runs
