Since Raditz' armor is basically destroyed, and he trains with Piccolo and Gohan, does he get a whole gi outfit like Gohan did, or can Piccolo make armor more like what he has later? Because I'd like to see either look.

I think full blood saiyan children could grow their tails back, as they get older the chances of the tail growing decreases.
Hybrids like Gohan the tail may grow back less until teen( or pre teen) years it stops. plus I like to think The tail isn't presented at birth insted the tail grows in a few days or months after birth ( the filler episode Baby Gohan didn't have a tail but then had the tail durring the scene where Goku accidentally let go of the baby stroller and Gohan went speeding down the hill)
As for Trunks and Goten, they were the Hybrids that didn't have the tail at birth at all ( TFS Goten doesn't count).
Ranch was the 50/50 chance who ended up born with a tail. And we don't know if Daikon and Muli had tails at birth or not.
