well he does cause people to enter their own personal hell to drive them insane, called the Candleverse. He essentially uses people's own personal thoughts and past memories against them in a psychological way.
He's based more off of Slenderman, but people can actually communicate with him (which the Silence are very similar to anyway)

but I also based his appearance more on The Son of Man painting by Rene Magritte

The fact that no one really remembers meeting him or not, but that's a kinda Slenderman type thing to do as well, like from Marble Hornets (I know he's technically called The Operator, but whatever ^-^)

Urban legend are what pretty much started off creepypasta as a genre of horror.
Pretty much every place on Earth has a creepy tale to tell which may or may not have happened, and sometimes people have claimed witness to these things. The most prominent urban legends are of course a ridiculous number of ghost stories, but here are some others you might have heard of:

ok there is that one man who thy call the light man , he come on night,s only and outside the city's ,thy say you don't see anything but a flying lamp ,when your lost outside ,and when you see him you think that he is a man or a car ,and when you decide to call him for help he walks a way from you dragging you to where he want you to go, until god only knows what do he do to his victims,

yeah and there this other one people call him the baate ,it,s actually an Arabic name for bogyman but this one thy say comes with a sac ,in nights  thy say he only come to Villagers , he enter there homes and kidnaps peoples ,put them on his sac and throw them on some Deep Well ,thy say he targets thous who walk late on the streets , and know one can stoop him hi 9 feet tall and wide and so strong ,and he don't kill or kidnap only his target

his face is suppose to be like an optical illusion anyway, so it's whatever you perceive it as. But in reality the creature has no real face, since he's essentially Slenderman ^^
