basically he was originally a sonic from an alternate universe where everyone had a reverse role on good vs evil, basically evil sonic had crossed over to the prime world and didn't want to be known as some "copy" or fake after his blunders with sonic initially so he became scourge, and tried to establish a foothold in the world and take over. But at the peak of his rule, having obtained all seven chaos emeralds, the zone cops rushed in and shut him down, destroying everything he had worked for.
