Hey Wes I was curious if you could give me some tips on how to do something like this in photoshop. I'm trying to do a painting and replicate hokusai's print style. For me to do that though it requires that I have the same level of texture that you have in this illustration. So . .. yeah tips would be greatly appreciated

Cgtextures.com has a bunch of great textures including paper textures. Download one from there, desaturize it and put it on a layer of about 30% opacity and then sharpen it, you can mess with the sharpness and opacity to get the look you want.
