Oh wait...I might have forgotten about this? Was this based on one of the manga series canons instead of the game canon where they are listed as both being 4'4? Though I thought they were both the same height even in in Rockman Megamix, as they were still based off of the same schematic. It's been a while since I'm read a few of the manga spin-offs.

I wouldn't know; I've never read through Megamix. But Blues has always been a bit taller than Rock, unless the Archie comics are shoving stilts under his feet and just don't show it. The height kinda evens out though, when you consider the light blue line on Rock's helmet.

I just mean almost all of the series I have read or watched they are drawn at the same height, having been built of an identical base plan. Capcom canon lists both characters as 135 cm or 4'4 in the US.

And sorry....I ended up realizing late that I sort of reiterated my previous post. I'd forgotten what all I'd written.
But, you got me curious now, and I'm gonna have to actually go look. Is Rock actually missing a single sprite layer off the top of his head so they could add the one pixel heigh 'crest'? haha.
I never thought about it, but it would make sense. It would allow them to keep both sprites at exactly the same pixel height count, which would be better for system memory limitations of the old games, as well as meaning they could have the exact same hitbox without needing to make any adjustments. I just never noticed it before.

I'm looking at the original sprites from 3, along with the helmetless sprite of Rock from 2's intro and the Break Man sprite from 3. They're all 24 pixels tall. Maybe Rock and Blues are the same height, but Blues just gives off the feeling of being taller.

You don't need to write a long answer for me to know what you mean 
And about your art, I'm not only talking about the quality (which is very good nonetheless!) but also about the emotions it evokes which are superb! Just looking at the faces and facial expressions of the characters you draw shows me what they feel and the conveyance of emotions is -in my opinion- one of the most important parts about art; and you are great at it!
And I'm happy you like the stamp! Believe it or not, you are actually the one who introduced me to the Mega/Gigamix mangas
