Karl Morgenthau was a Swiss banker who decided to become a politically themed super-terrorist. A tale as old as time.
Calling himself The Flag-Smasher, Karl created an organization called The Underground Liberated Totally Integrated Mobile Army To Unite Mankind, or ULTIMATUM. Yay, forced acronyms!
Flag-Smasher and ULTIMATUM's goal was to end nationalism, which they viewed as toxic and divisive to humanity. And, honestly, they have a pretty good point there...but they instantly lost the argument by the means by which they tried to sell their argument. Which was blowing people up and shooting guns at tourists and taking hostages, etc.
So Captain America beat them all up a lot. Cap even had to shoot an Ultimatum member one time, killing him, to stop him from murdering innocent civilians.
Maybe they should have just started with some pamphlets and maybe some gentle propaganda first. You may have a great idea, but never go straight to terrorism, it's a sure way to stop a movement in its infancy. Like ULTIMATUM...or Disco.
