A lot of men who are transgender, or go on to become transvestites or crossdressers, probably start out borrowing a woman's clothes. Often it's their mom's, sister's, wive's, or girlfriend's - I don't think stealing a stranger's clothes is that common (panty thieves are a completely different subject). But anyone who's serious about wearing "women's clothes" will eventually collect some of their own. And, contrary to what the public expects, there is no law dictating who can wear clothing that's designed for women. If I buy a dress, then it's not a woman's dress, it's MY dress, and I can wear it if I want to!
