This is from a scene where Canaan (the guy holding Luffy) is trying to break Luffy out of the underground prison. Luffy is valuable because he is a test subject and Canaan threatens to kill him to keep them from being taken.

Here's the scene:

"Suddenly, Canaan snatched one of his dual blades from him and held it up to Luffy's neck. The boy's head easily gave to the pressure of the knife and rolled back, resting on the elites shoulder. The blade remained poised threateningly at his throat but he knew he needed to be the hostage in order for Canaan to have any chance of getting them out of there. Not that he really could have done anything to resist. Canaan was the only thing keeping him from collapsing to the floor. His eyes couldn't focus on anything so he just let himself gaze up at the ceiling, weakly panting as his lungs still fought to function with the alien gas still pumping into them."
