Harley the Joyous, fifth seat on the Council of Thirteen. Harley was born on Earth in the year 2003. She grew up with very strict and humorless parents that pushed her to excel. Because of this she always did her best to get any joy from life that she could. She left her home as soon as she could. When the empire left Earth, Harley joined the military. As she moved up the ranks she came to Klester's attention. Klester recognized her potential. He had her undergo special training. The plan was that when her training was finished she would be promoted to Klester's second in command. Instead, the Overlord gathered notable people from around the empire to form the Council of Thirteen. Harley was among those people. When she and Klester became council members they became equals. For the next few decades the two maintained a friendship. Eventually they dated and married. They currently have no children.
Harley rules over Region 5. Region 5's people are generally happier and more content. Harley is also something of a super-star to her people. She has her own fan club and people who devote themselves to either meeting or serving her. She is a little uncomfortable with all this unconditional praise. Oddly enough she is even less likely to accept a surrender than Klester. This is because she greatly values the lives under her command. Every loss is like a wound to her, and she must respond in kind. She is very protective of her military forces and carefully chooses when and where they'll attack.
