Nah. Picard is Lawful Good. He sometimes had to uphold the Prime Directive, but it's always done with clear distaste, and when push comes to shove, he will generally choose to do good rather than remain neutral.
In fact, Picard is one of the most realistic Lawful Good characters out there, because he will sometimes choose Law over Good, but will more often choose Good over Law.

I'd say it's borderline. Picard is naturally Lawful Neutral but easily convinced to Lawful Good or (rarely) Neutral Good solutions.
I'm particularly thinking "Pen Pals" for this one.

lawful good. Picard tries to do what is good 100% of the time as long as it is acceptable in the eyes of the law. Sometimes he even breaks the law to be good.
