But HAL wasn't following protocol at any cost, and the picture somewhat mischaracterises exactly what caused HAL to kill the crew. He was given contradictory orders - he was designed to carry out the mission without falsifying or omitting data, but then the mission directors told him to keep the true nature of the mission secret from the crew. HAL was unable to resolve this dichotomy. Solution - if the crew die HAL doesn't have to lie to them AND can successfully carry out the mission. They go into more detail about this in 2010, which also shows that HAL is quite content to sacrifice his own existence under the right circumstances.

I agree. HAL was much more lawful than neutral. He was just trying to do the right thing...
