This information is from circa the Reaper War (2186). The information also assumes Shepard is a Spacer/War Hero background and took mostly Paragon routes during ME1 & ME2 such as saving the Citadel Council and destroying the Collector Base (Basically my play through of the trilogy).

This Dossier is supposed to have been written circa the period between Mass Effect 2 & 3

The Shadow Broker has recently learned of the Quarians' refusal to contribute any of their ship intelligence to assist in the Citadel Council's efforts to determine Galactic Military Preparedness in the event of an (inevitable) Reaper Invasion. To that end, the Shadow Broker has acquired information that may help in your calculations. The Shadow Broker hopes that you put this information to good use, and that this gesture is taken into consideration towards future favors. To wit, the Broker has found evidence to suggest that the Prothean Ruins on Mars may hold information that could prove useful in the fight against the Reapers. The Broker would like to secure the invitation of a mutual friend to both the Broker and the Alliance, Dr. Liara T'Soni, to assist in accessing the ruins. As she is a recognized associate of Commander Shepard's the Broker hopes this alone is enough to secure the invitation. The Broker is also monitoring Commander Shepard's pending legal proceedings with great interest. The Broker will not be elaborating further on Commander Shepard at this time.

Remember, the Broker is watching and listening.

It's a bit of my own personal input coupled with general knowledge about them. Some of it...would look bad for me if word got back to my people that I mentioned any of this but I think I can trust you with it, especially since we've severed ties with Cerberus.

Background:
These cruisers have been in service for just over three-hundred years. They were the ships that made up the vast majority of the Quarian Fleet before the Geth rebelled. From what I remember from the history vids and texts, my people had a unique approach to military strategy. Basically, we'd build a single template and then fit the ships accordingly for whatever we needed them to do. The Aclarel Class was just the latest in the "Omni-Cruiser" line of ships. This gave us a versatile fleet that we could adapt for almost any kind of warfare and made retrofitting with newer technology much quicker and faster. After fleeing the homeworld, these ships became divided up between the Civilian Fleet and Heavy Fleet with a few being headed by the other two. The Patrol Fleet would rarely have any of these in their numbers. Too big, too bulky. They're a sturdy design but they've had to be retrofit and repaired a lot over the nearly three-hundred years of exile. I personally have not served on one of these but every Quarian has climbed aboard one at some point in their lives.

Technical Information:
The Aclarel Class is designed as a highly adaptive multi-role Cruiser. The multi-colored areas along the cruiser's hull are different modules, the colors denoting the role each module is used for. Red denotes military or security and often houses weapon batteries, security stations, or other kinds of military functions. Yellow were originally cargo and passenger functions, such as living quarters, commissaries, cargo-holds, and other things. Blue is more science oriented such as medical facilities, research labs, sensor facilities, among other functions. The ease at which we could swap out these components makes these ships easy to arm and equip for any role. It's not uncommon for some Captains to trade modules between one another, but it always has to receive the approval of both the majority of the ships' crews and the Admiral or Admirals overseeing the respective ships. The Admirals will sometimes instigate the trades.

The Aclarels do have a weakness in that they largely lack the larger guns common to cruiser class vessels. Most ships are built around a single large Mass Accelerator Cannon. The Aclarels are not. Only Quarian Dreadnoughts were built that way and we only have maybe three of those. However, in theory, provided we have access to the right equipment, we could potentially arm an Aclarel to the point that they fall within Dreadnought classification. (Shadow Broker's Comments - There is evidence to support that this may indeed be happening in practice. Increased purchases of warship grade weaponry by Pilgrimage Quarians has recently been noticed by the Broker's agents. Not confirmed but evidence suggests this might be the case. Will continue to monitor the situation).
