Description Dusan II is somehow a hostage.
Although he is the absolute ruler of his empire, who can rule as he sees fit without a parliamentary body to counterbalance him, the Tsar must take into account those who put him on the throne when he was a child.

Prince Dvor is not a power behind the throne, and his motives for supporting Dusan were honest enough. This does not detract from the fact that the young ruler, only 22 years old, is 'forced' to consult with the prince and the other members of the nobility who crowned him.

However, Dusan is no screen for aristocratic power. He is very conscious of his role as absolute ruler of Vorost and pursues his own policy. Respectful of those he considers allies, the only one he truly trusts is Prince Dvor. Of the other notables he would gladly get rid of. And he will do so as soon as he is firm enough in power.

His policy has two directions.
One is the war against Eshar, to free the ethnic Goskan brothers under the control of the Padishah. (and possibly fight against Haermark and Balmik, should they not give way to his armies).
The other is the improvement of the life of the peasantry and a general redirection of the country towards industrial production instead of simple agriculture.

In the first case, the nobility is all with him. Small or great, the nobles of the empire already foresee the glory of the battles and the spoils and rewards they will receive from the sovereign.
In the second case, there is some opposition, not open, but subtle.
Vorost, they say, is a nation of farmers, of peasants. Heavy industry is stuff for the Haden, for the people of the West, and to take the peasants off the land is to uproot the people, and perhaps give them strange ideas. Maybe a blue-collar country could even ask for a vote, like in Taured, or worse in Paithe.

Dusan, however, continues on his way with the support of Prince Dvor.
