What if the ropes were enchanted to drain strength? They could've robbed a museum with magic ropes on display. That is at least possible in a comic book plot.

The key with this is to connect the ropes to another heroine (or a civilian) so if Powergirl pulls the ropes to break them, it will break the other heroine (or hostage) first.
After that, lots of red light to slowly drop her power levels. When the knife blade stops breaking on her skin, you have a chance.
