The rebellion began quietly. So quiet that most did not know it started.First one pair of shoes thrown up in defiance. Soon another joined in. Throughout history, it often began this way, small steps one after another.
Now the question arises..
"Which side are you on?"
Whoa! There goes another pair.

I've seen shoes hanging off trees before, but never off power cables. I remember a tree in Leith (Edinburgh) that was festooned with all kinds of shoes. Nice juxtaposition with the sign.

Is there a nearby theatre? The shoes are thrown around the line to signify, a successful run, and/or a closing of the show. Pre-dates the druggies.

my bet is this was done on purpose and planned or they grabbed someone else's shoes at the moment, so it didn't matter to them.
