The legend of Korra isn't made in the same company as Avatar the Last Air Bender. So it's not a case of evolved art styles, because the styles aren't even the same.

Yeah. Avatar The Last Airbender is by a Korean company. However, The Legend of Korra is by a Japanese company.
I think why is because The Legend of Korra was really only supposed to be a 12 episode miniseries that ended the franchise and gave the creators a Book of Air to end on.
The Japanese are of course famous for getting out a beautifully looking show out and telling a very intense story in only 13 short episodes, for VERY cheaply. Which is why the creators went with them.
However of course, the show became a hit, and Nickelodeon decided to make the franchise it's flagship series.

Yes, Korra is Aang reincarnated as the Avatar. That's why Katara is more of a mother towards Korra in the series despite knowing that Korra IS Aang and Aang is Korra.
