Or perhaps the perspective of the picture is from a mad scientist beckoning the figure at the top of the stairs to descend into the basement laboratory to achieve greatness through some sort of deranged experiment. But at what cost....?

Yes, that was exactly my logic behind it! Or the figure makes some great discovery after stumbling upon an abandoned bomb shelter. I don't know why plants would be alive in a bomb shelter, but that's neither here nor there..
