I think there was a Dredd parody in the Black Library. Ciaphas Cain series notes that there was a popular Imperial Holodrama called Arbitrator Foreboding, and that he carries a big gun -Amberley Vail's notes.

Ehh, Dredd was here first, and GW stole the design (along with many other things from different fiction universes). So, I guess, it's more correct to imagine an arbitrator in Mega-City One, rather that imagine Dredd in WH40k world. But it's just my vision of the situation.
