Although Belgium was a neutral country on the eve of the Great War, it was forced to join it, unfortunately not being among the victors.

Directly during the war, in order to weaken the Belgian government, the German occupation administration pursued a "Flemish policy", supporting the Flemish autonomists and separatists.

The country was administratively divided along linguistic lines, the Flemish administration was based in Brussels, the Walloon - in Namur.

In the end, after the war, the Germans decided to reform the Belgian region, dividing the Flemish and Wallonian parts, without creating separate states, so that the French-speaking Wallonia did not fall under the influence of the French syndicalists.

The federalized state of Flanders-Wallonia was formed, with Adalbert I von Hohenzollern becoming its king. As a result of the Versailles Peace, Germany occupied the Duchy of Luxembourg, the Eupen-Malmedy region, as well as part of the former Belgian province of Luxembourg with its capital in Arel. Thus, the post-war state structure was largely weakened by the autonomist policy of Germany and the loss of part of the territories.

Black Monday, in view of the strong dependence of Flanders-Wallonia on Germany, hit the country's economy hard, actually leading it to collapse. The federation was abolished with the invasion of Dutch troops into Flanders, which was annexed by the Netherlands on the basis of autonomy with the consent of Germany. In Wallonia, which became a separate puppet state under the strong influence of Germany, syndicalist sentiments and sympathy for the French Commune grew. The Germans returned Arel to Wallonia, and subsequently brought troops into the country. It was headed by the former Flanders-Walloon king Adalbert I.
