You've pretty much got it.
This is inside a hotel building with these little futuristic bullet like elevators that ride a shaft up the middle of an atrium at the center of the hotel. There's a sort of observation floor halfway up and that's where I was standing waiting for the elevators to fly by. The lights on the outside are the streaks, etc. from the slightly longer exposure. The gold color is just the quality of the hotel lights in there.
