Β―\_(γ)_/Β― Their skin and face shapes are a little different, if they're both homeless it's not unreasonable for them to wear similar things to keep warm at night. Their hair would be similar as well since they wouldn't have anyone to cut it. Frisk obviously takes care of their hair a bit better than Chara, and has better/brighter clothes with no holes
