Aaaah that's such a nice twist on the together whichever weater-concept! That's awesome! The shading and colouring is really nice, and you've got a really nice feel of depth in this image - I think it's thanks to how you did the clouds Clouds are hard to draw, I don't blame you for having to re-do them xD I usually just.. cheat and use a brush (don't tell anyone, lol.)

So this is how the weather is created, and these are the responsible? It's cool to discover the truth.
But seriosly, this work of art is gorgeous ans freaking precious, you created a magnificent artwork and an amazing scene using you great skills. 
The work that you did with that clouds is spectacular, this looks like heaven, specially with that fantastic ilumination work. It's interesting how you created the effect that outisde the clouds is at night. You spend a lot of time putting all these details that make this drawing more incredible. I like how Cin and Pan seem to be having a nice time creating the weather, the idea of having the different meteorological phenomena in bottles and buckes is awesome, and it gives the drawing a dreamy touch. Did you used a new technique to draw Cin and Pan? because they look fantastic.
I think that you have a lot of chances to win.

Beautiful work, i love the setting that CIN and PAN are at, its very lovely and fun
