First:
Load your character bald (no hair selected)>
While you have the character selected, on the right side of the interface is a panel called 'Layer Properties'; under that, find a section called '3D Character Settings'; select 'Change Item' on the list (the glasses icon; optionally, hit the F12 key)>
The Change Item window will pop up; under Category, choose 'Additional Parts for Face & Body'; under Specifics, choose either Head_Item1 or Head_Item2; select your hair model from the list.
Equipping hair extensions.
In order to add hair extensions (with exception to ponytail and stray hairs), you will have to select one of the default ComiPo! hair styles, or the hair extension lists will not show up.
Select the hair extensions you want and adjust them accordingly, when your done, set the default hair back to bald.
Note, different hair styles will influence the placement of the hair extensions, keep this in mind when editing.

This looks good from the front for the most part, but the back and top areas need work. From the back angle, it's like the character is wearing a helmet. It's a really good start, just needs some minor work. Keep at it!

Yep, this one is kind of like a prototype I guess; so it's far from perfect.
I'm working on a head model (not perfect) that can be used to make hair; when I'm satisfied with it, I'll probably post it with an explanation of how I make hair, so that other people can give it a try.

Still working on it; my original intention was to release a hair pack with several different types of hair in it, this one is type A; I haven't gotten around to the others yet (had a lot of things going lately), but this proved to be a learning experience, so the straight hair will hopefully go a lot easier.

I was working on it last night, when a power serge happened. X_X
Fortunately, I saved my work two minutes earlier! ^_^
I still have to work on the shape, create the textures and test it out in CoiPo!; so it will be a few more days.
