Octane wants and needs to feel important and he makes sure everyone around him grants his desire to feel that way. Octane will actually withhold Energon rations from his fellow Decepticons until they are left with one of two options: Praising Octane as All-Powerful, intelligent and brave or go into the painful process of shut-down.
Full of doubt about his abilities as a Decepticon and warrior in general, Octane often bullies those he thinks are weaker than him and finds their suffering funny. In tanker truck form he often runs other civilian vehicles off the road and he will sometimes force other planes to crash by playing chicken with them when in his jet mode.

The more even-minded Decepticons are sickened by his pettiness, cruel behavior and pointless cruelty, but they will usually never dare to insult him due to his invaluable ability to convert any fuel source into Energon.

Despite his being a heavily armored triple-changer, Octane is completely paranoid about his internal fuel reserves igniting if he's severely damaged during battles. Octane’s paranoia is further fueled by the fact neither his jet or tanker mode have defensive weapons.

In robot mode Octane carries a powerful liquid flame thrower that is powered by the vast amounts of reserve fuel stored inside his body but he will often not use his weapon to conserve this fuel for his own consumption needs.

A coward by nature Octane will avoid actual conflicts at all costs and bully or trick others into fighting in his stead. When the fighting is over he will then outright lie to his superiors about his role in the battle to gain praise and favor from his superiors.
