Based on my experience with walking simulators, I can say that if all you do is walk around the environment, and your points of interaction only involves talking, then it's not a game.

I love some games that aren't about skill, like Journey, Walking Dead etc. What I don't like is when people who make those more abstract kind of games act like they're geniuses and are doing something super special that the rest of the industry just isn't brave or creative enough to do. *cough* David Cage *Cough*

Games where literally all you do is walk around and talk to people really aren't games, though. They don't necessarily need to have points or levels, but to qualify as a game instead of just a narrative, there needs to be at least some kind of decision to make.

"Walking around and talking to people" are actually integral parts of most games, especially RPGs and adventure games, but if they are the ONLY things in a game, then no, it's not really a game.
