Well I know the basics of max. I tried GMax some long ago and it was basicly a free version of max. With some restricted features though. One thing missing was rendering in it. I have no experience about the newer versions of any max though so I can't really tell what's it like nowdays.
All I know about blender python is that it's heavily integrated inside. I think you don't even need python installed to use it in blender. Everythin is accessable via python. Each vertice, face, objects, brushes, buttons in the gui, mouse position, rendering options and you can also initialize render from the script, every value, option and operators. For example you can make a blend file and make it automatically start rendering when it's opened in another computer. All of the gui is python driven so if you don't like the default, you can just write your own gui to suit your needs. I'm not sure but it might be possible to animate the mouse cursor and clicks too with some script and make some next generation tutorials.
Also the everythin is animatable is really a nice thing for animations. Literally almost any value, internals included, can be animated or driven by any other value.

You said it. Also the C source is available so it really can be customized from the inside too. Plus to that everythin is realtime. So you can model an object while playing back the animations while rendering the scene.
Everything is really low level and you need to do things from the ground. It leaves quite much to your imagination. There are no wizards or anything like it to do only specifit things (outcounting the human armature that comes with it), not much automation and no functions dedicated to certain things like making a ship hulls. Blender offers only the really basic tools and you have to use your imagination to make something out of them. This leaves more options to the creator in the end. But sometimes seems to cause some problems to the new users.
For example. I'm not sure if there is road generators on any other 3D software. Blender hasn't. So I made a block of road and used an array modifier on it to multiply it about 100 times, then I applied a curve modifier to the straight road and lastly I used a shrinkwrap modifier to project it onto the surface of the ground. Took about 15 minutes. If I wanted depth to the road, I'd use the shrinkwrap modifier projection to the curve directly and not to the road.
Another example is the textures. I'm not familiar how it goes with max nowdays but in blender there is an object, object has data, object data (mesh) can have a multiple materials (object can too but mesh is default), each material can have multiple textures, texture can hold a procedural image; image; internal image; image sequence; video or controlled plugin or it can be a combination of multiple materials via the nodes. In blender image and texture are whole different things. Sculpt can use the exact same textures too so basicly all the procedurals and images can be used when sculpting things. So even movies can be used as a sculpt texture. I didn't get the surface to move as I sculpted though. But basicly it should be possible. If not now then perhaps later. So in theory if you want to sculpt with multiple different splatter textures, you just need to make a sequence from them, use them in a texture, play back animation to animate the texture and sculpt with it while animation is playing. To randomize the sequence, use some random generator with drivers to some values.
This low level stuff enables some weird possibilities some times. It's like it's own world and nobody knows everything. Also blender shows no difference is the operator written inside it in C or is it just a python script. So if you want to write your own start object shape, you can do so and put a operator link in the new object menu, the users would newer quess that the object is made with a python script.
So the short answer to your question would be, Pretty much yes. Well it has some restrictions but I hope they get most of them sorted out.

Well it has it's good and bad sides. The internal rendering engine is quite out of date. It should be improved by the end of the summer though.
What people usually like about blender is the gui. It's quite different than others have and harder to start perhaps. Or so I'v heard. But it's desing is meant to work with artists and is designed by artists. Also there is a active community to say it's opinion about the gui and the gui in the 2.5 is changing all the time atm. In 2.5 The most often used tools are first ones on the view and if you can't find a tool but you know at least a portion of it's name you can press spacebar. The list is actively parsed and you can select the tools from there. Or you can add the tool to the toolshelf on the left.

I suggest that you try it at least, many have liked it but it may take some time to get used to. Well... If you some time want to try blender, you can download the newest releases from GraphicAll [link] or wait for the 2.6 what comes out in the summer.
