i go with "twinkling", the plants make it beautiful... it maybe poor but there is life in it... i lived in several poor places with a bad reputation... i always felt good there, you can do what you want and be like you are, as long as you don't disturb anyone... and the people there were sort of harsh but friendly...

we didn't have such nice pots with plants... but the people who lived around there, were sort of harsh but friendly...
i was there some weeks ago, and this house isn't there anymore and they changed the whole quarter into a much friendlier looking place - with more flowers and playing grounds for children - i liked it...

Slums like that Koreans call 'Moon Town',
becaues they are usually built on very high grounds and villeagers live 'closer to the moon'.
I think it's romantic and sad at the same time.
