I'd like to think that he/she is going to start a Political Action Committee and hire a lobbyist with that money, but it looks like he's just gonna use it to raise the water level.
I can think of a lot of things a beaver might want a PAC for. Where my mother lives (Virginia) the state likes to keep beavers out of cattle-raising regions because they spread Brucellosis.

There was also the time that Michigan's Department of Environmental Quality wanted two beaver dams removed because they were built without permits. To add insult to injury, they credited a human with building and/or maintaining the dams, when everyone knows that humans use earth or concrete, not sticks, to build dams.
