European borders have been frozen since the end of the Venetian-Lombard war in 1954. In 1997, Primarch Viktor Cherepkov of the Russian Primacy announced that he would be stepping down, and for the first time since 1917, elections would be held in Russia. The New Primarch would continue to serve absolutely and for life, but the massive favorite, Yury Luzhkov, was expected to cement this democratic policy and make some reforms to the Russian nation, even as the American executive consolidated its power.
Historians widely accept 1997 as the end of the Cold War, and the end of the Twentieth Century would explode for a brief time as self-determination briefly returned to Europe; as the century turned, the world would begin a long convergence towards semi-Democratic states with strong executive powers.
