No, I haven't heard of it yet, but after reading it, I must admit that it makes sense. To be honest, I think exactly the same about graffiti. If something is tagged, and it's not removed, the object in question is apparently uncared for and not guarded in any way. Sadly, we don't live in a very "good" part of Germany. With all those large cities in one place, the trains and buildings get their fair share of unreadable, colourful scribble...

I'm probably wrong, but the building looks rather like a goods depot to me.
If it is part of a repair and maintenance depot, it could be where the incoming new parts were delivered.
Like you, I find almost all graffiti totally meaningless.

Like I said, I don't really have a clue what it was. The platform on the right could have been used for unloading goods, but I don't really know what the other track might habe been there for with those funnels.
To me, graffiti is 99% vandalism. I have seen one or two pieces that looked like someone had actually put some thought into it, inside an abandoned industrial building, but most of the time, it's just illegible crap to me [link] [link]
