The Bible, religious practices, believing in God, and titles are not the key of turning someone into a Christian. Whoever said that and practices it clearly has the wrong idea of what being a Christian means.

The Bible also warns of false prophets and preachers who claim to know God's will. (2 Cor. 11:12-15)
This means that people who are atheist or someone who only wears the title "Christian" can read the bible, and yet misinterpret it greatly and end up spreading falsehood.

The Bible, from what I understand, works as a history and morality record book that contains the following:

expectations that God expects His people to follow during certain times in history for certain reasons that are not explained without detailed research,
records of social issues (including wars) and health practices (sex, food, disease, hygeine)
records of mistakes and victories that people have committed over the centuries,
the lessons and events concerning God and His people.

It has survived many attempts of great rulers trying to dispose of it, and it continues to impact society today as it had years before. But in no way does it ever indicate that it was meant to "turn" you into a believer.
