First off, I love this little psycho so freaking much. He's probably my second favorite character haha. I like the sort of innocent look on his face that you've given him, while he's actually a little crazy. I also really like the salute. It's a nice touch to the drawing. Your skin shading is also pretty accurate and in all of the right places, so nice job!
As something to improve upon, I'd first say your clothing wrinkles. You may want to look up a tutorial or something like that so you can make them more realistic in their placement. Another thing is the hair. You've made the top of it rather flat in volume as if it were wet. Also the part in his hair is more over to the left. One last thing is probably your shading for things like the clothes and hair. Like you said in the description, you might want to make it less flat. A good thing to do when it comes to shading is to use a more vibrant color than just your greys, like maybe a dark and sort of dull purple to flesh it out. Also maybe put more highlights into the eyes.

I've seen your art and you have such nice and realistic clothes!! Hopefully, I'll be able to achieve something similar one day. Every time I post in Project Comment though, there's always something people have to say that's wrong about my clothes wrinkles X'D Still trying to work on mine. Trust me, I get the same issue with the top of the hair looking like it's flat. You did the top of the hair volume really well on these Kuroshitsuji so maybe try and do that more often ^^
