As the missions didn't want to be part of the Mexican Empire, many loyalists came to the region and declared themselves as part of the Spanish Empire. Later on 1852, as the missions had gained more power than spain, and under fear or banning the franciscan order, the missions declared an independent theocratic kingdom.

Alta California worked similarly to the Papas States, the leaders of the missions met to elect a new king among them whom would rile until death.
The kingdom claimed the peninsula of Baja California and territories that were historically part of Alta California
