Most likely Bill, Discord way too manipulatable and lets his guard down surprisingly often. While they both underestimate their enemies, Bill gets out alive to strike another day. Discord just goofs around with enemies that are clearly equal if not more powerful then himself. Bill, (as seen with Time Baby) removes anyone out of the equation that's even remotely close to him in power as soon as they present themselves as a threat against him that has no information needed for him. Of course he didn't see the humans as a threat, we're big blobs of muscle briefly kept alive by physics until we just plop dead. Plus, Ford had information, and I guess Bill just forgot he could've asked for the code instead of going into his mind.

I'd say they both make their fair share of mistakes... Bill was defeated by cat-hands and tickles before his near omnipotence, and I'm sure no one will ever let him live that down.
Plus, to further compare the two, the first thing Discord did on his return was grab the Elements and hide them, same as Bill destroying Time Baby. A major threat quickly removed. Then they spend their time separating the team, locking up Mabel or breaking Twilight, to ensure no chance of rebellion rising up against them. The two have quite a bit in common.
But you make a compelling argument, and I appreciate that.

Yeah, but when he thought the job was done, he just kinda, left them there. He didn't lock them up or anything. I see your point on how similar they are, but I just can't seem to let Discords cockiness just slip away. I'll be it, Bill had his share of mistakes, including not realizing his own limits or underestimating the human brain and its three dimensional thought capacity. Bill went into this world seeking knowledge and learning for over a billion years, a few natives even made a prophecy about him.
But even after his own share of a billion years, many defeats, he still refuses to think of something that could possibly defeat him, and that's where his weakness come out, he doesn't learn. He strategies improperly planned out and doesn't even think of a backup plan. Every time he's defeated he just thinks up another plan for millions of years in stone. Now yes, he technically does learn, he took out the elements as quickly as possible, taunts the ponies, and monologues. MONOLOGUES. The most I've heard Bill take about his true plans before they happen is "I have big plans coming, and I don't need you getting in my way!".
One last thing to point out before you destroy my entire argument with something completely I forgot about (Its been a while) is Tirek. He literally just said, "Hey bro, your cool, you don't need friends, if you join me you can do what ever you want." and bam, convinced.

Both Discord and Bill are capable of surpassing everything our imagination can do and beyond ! There both entities of complete anarchy and nonsense !
And, yes, Discord may had trouble with "turning into stone" and Bill can turn people into stone, but he freed himself because of a near quarrel between fillies (the CMC). So, a total entity of destruction ? Of course he would have no problem to free himself !
At the end, it will end as much as Chuck Norris vs Segata, because they can do just anything !

Reasonable. But we don't know the timeframe involved in such, Discord once had all of Equestria but it might've taken him years to grab it all, and Bill was working on worldwide after only four days of Gravity Falls, if only he wasn't stopped by... some unknown force. But your reply is reasonable.
