I don't know if I've made it clear enough, but Wonderworks is 100% capable of using magic, and is well versed in it since he got his new arm. Although he uses it extremely sparingly, he does practice on his own so he doesn't get rusty. He doesn't believe an earth pony with a magic is anything like a unicorn, and that they still have their pride as earth ponies.... the dealing of magic simply levels the playing field.

His gang's business is distributing the magic that they take from unicorns to neglected earth pony communities, often in the form of discreet jewelry. The kicker is they usually give out the magic for free. Depending on the unicorn, one horn can fuel a whole family. Then the next step is just learning how to use it or what you want to use it for.

The basics of learning magic are simple enough: levitation, strength training, ect.... with the power that Earth Ponies already possess, its not that hard to pick up strength based magic like lifting heavy objects. The harder part is learning fine tuned tasks, and eventually getting into the market that unicorns have taken over as more niche or oriented jobs, like fields of education instead of fields of labor. Being teachers and scholars, doctors and lawyers because they can discover their skills outside of physical boundaries now that they have magic to assist them. They won't have to get down gritty in the dirt because it's what they're expected to do or have no chances at getting into something outside a high school diploma because they have to work for their poor family; they've have the privilege of having options now. There will be no line between the classes of unicorns and earth ponies any longer.

Wonderworks inspires one small town at a time. Tiny (often rural) places across Equestria are suddenly flourishing, rioting, and abandoning their usual jobs all at once...and whenever the closest ragtag authority unicorns comes to investigate (usually only after distributors complain about not getting products), some end up disappearing and losing their horns, then coming back with foggy memories.... but they can't just tell the public there's unicorns losing their horns here and there. Obviously it's isolated incidents, some serial kidnapper going around being cruel, just another flashy news story....

Nothing that terrible could ever come to Canterlot....right?
