did you just draw it sharp and then blurred it?

It was several things, started with just painting the top of the water and under the water then used a soft brush to create a random series of vertical lights blurs. Using a smaller soft brush set to Linear Dodge I hit some spots to give bright highlights like blurry specular lights. It helps if you can reference the way it looks in a photo, I believe I looked at one of a surfer where the camera was partly under the water.

I love how the creature kinda pops out from the picture, and how the background is blurry but still look so realistic. And also the shine on the water surface is so cool!

Love it! Just curious, at what stage does Wizards approve it? And are they more lax when you draw creatures like this than with humanoids?

The sketch I send is usually a line drawing with quick colors added. The basic creature design and composition was established so they had a good idea what it was going to be like. There is more artistic tolerance with something like this than a human(oid). Everyone knows what a person is supposed to look like so when it's off even a little then it's easy to spot but no one's seen this so there's nothing to measure it against.

Wow, that's really cool. I'm a MTG player, and so I was just curious about the process a bit. Or, at least, the creative freedoms you're allowed with it. Sometimes the descriptions seem much more in depth than other times, and so I'm never sure what is Magic saying "This is how it will look" and the artist's creativity. I imagine they're a lot more strict with Legendary creatures too.
