I disagree with genderbends that give her long hair. Jotaro is a rebel, a delinquint, and gets into fights. I firmly believe she would keep her hair short and wild.
Though it's hard to see, Jotaro is wearing a doctored up school uniform, so naturally it had to be switched to the female version. It's difficult to change Japanese names to a different gendered version, so I settled on Joruko since -ko is a common female suffix for first names.
HOWEVER
The male uniform jacket is iconic as hell.
It's easy to imagine that she'd have stolen it off of some punk who tried to cross her, and wears it to prove not to mess with her.

Very little makeup; no time for that shit.
It's not like she's trying to impress anyone anyway. She looks how she wants and wears what she wants.
By part 4 she's already in graduate school, working as the marine biologist we know and love. She has to look more professional for this, hence more care in the makeup department and managed hair. Keeping it short, though.
Lastly, I'm not like other teenagers. . . I'm 47.
Mmmm look at that seamless hat/hair blend. Back to less makeup as she's already well established in her job and can get away with it.
Not sure how she gets away with the clothes. Must be VERY well respected.
