The Darheel Class was characterized by Starfleet officials as "a testament to what happens when morality lags behind technology." From the Cardassian perspective, this condescending statement from Starfleet was a necessity. The Dar'Heel class was initially envisioned as a vessel superior to the Galor in terms of firepower. However, the project faced challenges when it became evident that a heavy cruiser of this magnitude might still be overshadowed by Federation vessels of similar size. Achieving greater firepower could be accomplished with fewer resources by simply constructing more Galor Class ships.

It was Gul Kynor who proposed a redesign based on his experiences from unsuccessful ground operations. Kynor, a skeptic, doubted Cardassia's capability to capture and maintain control over Federation colonies or strongholds for extended periods. He posited that obliterating such installations might be a more efficient strategy to cripple the enemy. Thus, the concept of a dedicated bombardment cruiser took root. Kynor took charge of the heavy cruiser initiative and reoriented the design for this newfound purpose. Initial tests with a model equipped with heavy torpedo launchers revealed a fundamental flaw: too many projectiles could be neutralized by planetary defenses. While Siege Disruptors might have offered the ship an additional combat capability, they were deemed too limited in range for several missions.

Kynor's eureka moment for a novel armament came after a meteor impact on a Cardassian science station. The asteroid, having performed an unintentional swing-by around a gas giant, resulted in significant devastation. Inspired, Kynor's team devised the "Ker'Nor" – a Relativistic Kinetic Kill Vehicle. This formidable weapon could propel a large, 20-meter-long, 2-meter-diameter tungsten crystal rod to a third of the speed of light. Such velocity endowed the projectile with catastrophic impact potential. Lacking self-propulsion, this projectile was challenging to detect and its high speed made interception almost impossible. While shields could generally counter kinetic projectiles, many colonies hadn't calibrated their defenses for such impacts. Given the volume of projectiles a Dar'Heel could deploy, it could even inflict damage to a planet's crust. Targeting other vessels was not its forte due to inherent variability in the acceleration process, making the Ker'Nor a formidable weapon of terror with limited recorded uses. When deployed, its aftermath was apocalyptic, leaving no structures salvageable.

Beyond the Relativistic Kinetic Kill Vehicle, the vessel is equipped with several neutron and antimatter cruise missiles for terrestrial targets. The Ker'Nor's substantial energy demands also meant the ship was fitted with six heavy spiral wave disruptors, which could tap into its vast energy reserves. Ironically, resource constraints led to the Dar'Heel's deployment as a standard cruiser, despite its specialized design. In this way, the ship's evolution came full circle.
